I dont believe so because that would mean things like : Well thats no fair that new skill thats really hard to gain and was just released, i cant work that up on one of my already made characters as easy as i could if i made a new one.

Aside from experience telling me so, i believe that just purely the way that the skill system works leaves no way to "lose" skill points. You can overwrite skill points with other skill gains in skill by turning them down and having 700 skill points. Anyways my answer would be no, the only 2 things that affect how fast a skill gains are: How much skill you have in X skill at the time (eg, a skill gains faster at 25 than it does at 50) And weather or not you are at the 700 skill point cap , If you are you will need to turn another skill down in order to gain any points in X

As Adam said, it does affect the GGS system of gains. In my experience, however, you also gain faster in a skill, all the way to Legendary, if you have fewer skills on your character. It seems the higher your total level of skills (at the 700-720 cap), the slower you gain. It once took me 567 earthquakes to gain .1 magery on a character with 719.7 skill points working to 120 magery. Another character that I had nothing but Med, Focus, and Magery on went Legendary in magery after 2 days of grinding it. That character NEVER took more than 382 casts for a gain. Nothing scientific, just my personal experience FWIW.

depends on the skill - for blacksmithing and tailoring, you can gain longer off of less resource intensive items by eating scrolls at the right time.

So for imbuing should I eat the scroll 120 now? or wait till I gm it? At 88 currently. Total skill on this template is currently 368.
