Returning player, do I need the new expansion?

Hi!  Returning again after a long hiatus.  Was a regular player back in 1997-2001.  Re-subbed again in 2015, but just couldn't make the time to relearn everything.  Now, I'm trying again.

 

I plan on starting a new character and I have all expansions up through High Seas.  My question is, with a brand new character will buying the newest expansion, Time of Legends, be of any use to me?

Initially I think you'll be fine with what you have. Time of Legend isn't like Stygian Abyss which had skills, a new character type etc that would restrict your game play if you didn't have it. There are a few things that you won't be able to use, quests you can't do and the land mass you can't reach, but they could all wait till you were comfortable with your characters and ready to venture there.
