ive recently resubscribed and am thinking of getting some red soulstones to store some skills and start over with a new race.  I have no idea how to use a soulstone, i understand i have to double click it and it can only be used once a day but every picture i see is on the floor.  Do i have to own a house and place it and then use it?  Also I understand that they are account bound but I plan on transfering my character to the Atlantic server due to a larger playerbase.  Will the soulstone transfer from lake superior to atlantic or are they server bound as well?

These days, you can use the full soulstones as many times as you want.  So if you buy one, you can transfer all your skills between characters.  It just takes more time to logout, login, logout, login, etc.  They are account bound, but you don't need a house per se.  You can transfer skills in a safe logout zone like an inn or tavern.  The problem is, you need a safe way to transfer the soulstone between characters and that is usually a house.  If you have a second account or a trial account, you can hand them off to a second character of yours that is logged in.  I'm pretty sure soulstones will transfer as well.  As for pictures you see of them on the ground, that's just players using them for house deco.

I would suggest using a boat to safely transfer the stone between characters, possibly in Jhelom where the water is close to the bank.
