It's just a left turn up (your chars's left) the road from the East exit from the bank. White house with stairs leading up into an auction area.

The vendors are keeping the house active.

What makes a house owned by OSI? Did the person get banned or is that just a lapse in payment?

Usually its a known exploiter or either they have active vendors on their house. Giving the vendor owners time to reclaim stuff.

The only problem there is, the house isnt in decay...

A house like this is typically one that is on an inactive account that would have fallen except that there are vendors which prevents this. It becomes owned by OSI to prevent players form using a vendor exploit to get around the housing decay rules. Thus the players can't reactivate later and keep this house that otherwise would have fallen.

As I said though, the house isnt in decay thus it has nothig to do with an inactive account/vendors etc. It would just be cycling though the decay process till all the vendors lapsed..

But as its NOT in decay then it has to be something else. Someone could have a toon called OSI and just named the house Pending Demolition or they could have been caught exploiting however normally they would ban the account and just let the house fall though normal decay. My guess though is that someone has just named it that and changed the name.

When a house gets owned by OSI, I haven't seen decay readings on it that I can remember. Some of those houses were guildmates who returned to late and lamented not being able to recover their houses or items within. They weren't banned, just the house was put out of reach.

This was definitely longer than four weeks ago when this happened with my guildmate. I'll email them and see if they remember when it happened.

Normally if it is owned by OSI it is in decay state, and it resets after so many hours of being IDOC. If its not in decay and owned by OSI I would say it was a known dupers house.
