All the guides i read say to do 9 stone items from 86ish - 96ish. But ever since 86 stones i tried a couple different times to make the bags 9 stones and it says that it is too heavy. Even now at 93.6 i still cannot lift 9 stone bags. Is this a bug ? Am i doing something wrong?

9 stones is the optimal weight for 90.0 - 100.0. Just to make sure if anything changed after the latest publish, I tried it myself in the test center, it works without any problem.

The message: "This item is too heavy to steal from someone's backpack" comes only if you're trying to steal an item more than 15 stones.

I do have one question to ask, what do you mean by bags? You cant steal a bag, a pouch or a backpack, regardless of its contents. I think you should try Hammer Picks which can be bought from Blacksmith NPCs and weigh 9 stones. Make sure you target the item to steal (planned theft) rather than a random steal since the difficulty will be much lower for random steals.

I have bags full with random junk to make them up to 8 stones, then i have a macro that targets the bag itself not randomly from a pack llama. everything worked great up until i got to about 86.0 and tried to switch to 9 stones. It says bag is too heavy to steal. So i waited till 90's now im like 93.6 or so and still gives me the heavy message. ill try the pick and see one happens.

Tried stealing a pickaxe still says too heavy...

The first problem is: containers also have weight, so you should add that to the weight of the items inside. The second problem is: you're probably playing on a freeshard because you can not steal containers.

is there a way to see how much a bag / pouch weighs?

A bag is two stones in official shards, a pouch should be one.
