how can we tell what skill scrolls or power stat scrolls that a character has 'eaten'?

In your skill list, you should be able to click the "Show Skill Cap" option. It will show which skills can be gained beyond GM level.

open your skills menu and click Show Caps at the bottom. It will show you what the maximum skill you can gain for each is (100, 105, 110, etc).

Also if you have already eaten a 105 in a particular skill it won't let you eat another 105, only a 110 or higher one. Just make sure you intend to use the particular scroll on the desired character before you use this method.

what about the base stats of a character? (dex/int/str) how can you tell if a character has eaten something like the ultimate scroll of power?

For this you check on your char sheet 225 (total base of all three, make sure you check it while naked) is the base +5 awarded at 6 months or so.

So anything higher than 230 means a scroll has been used.

The max is 255.
