New housing decay rules

I remember while back the rules on housing would change in August and just verified this on the UO.com page. My confusion stems from the terms they use: inactive accounts.
Are those accounts that are still being paid for and not used OR not paid for anymore? I need to hurry and contact some old friends if its the former.

(To save everyone time, here is the blurb from UO.com)

"Beginning on August 1st, 2006, the grace period for houses on inactive accounts will be changed from 90 days to 30 days. If your account remains inactive for more than 30 days, your house will begin a decay period of about 5 days. If you reactivate your account within the initial 30-day grace period or before your house finishes its 5-day decay period, then it will return to its original status.

Any house already in its grace period on August 1st will be affected by this change. This means that if your account has been inactive for 30 days or more on August 1st, you will need to reactivate your account by July 31st in order to keep your house.

Please understand that our in-game support staff will not replace any lost houses or items as a result of this change, so don’t wait until the last moment to reactivate your account!"

They are referring to accounts that are not paid for each month.
