PAS wishes to take part in a weekly event for the shard, a public harrower. We do not have the resources to do this every week for an extended time, or we would do this on our own for the benefit of all fel guilds.
So what I propose is the following: PAS will take turns with other guilds or alliances in placing the weekly harrower to get it started. We advertise the time each week. Then whoever gets the scrolls gets the scrolls. Make alliances, break alliances, form truces, anything goes.
If we get several other guilds that are willing to do this, it could turn out to be a very cool one night a week all hell breaks loose night of pvp.

I am also offering this as a secondary offer, assuming other guilds accept the first offer. Since Oaks is the most difficult skull to obtain, PAS is willing to make deals with any or all the guilds sponsoring the public harrower stated above, where we would help protect them while they do Oaks, and they would in return help us when we do oaks.
The perfect vision: all fel alliances and active spawning guilds agree to participate, so each needs to do a harrower every maybe 5-6 weeks. Those same guilds cooperate to allow each guild to get more Oaks skulls, thereby allowing the guilds and alliances to keep sponsoring the public harrowers, so that this goes on indefinitely. Guilds are not precluded from doing their own harrowers, this would just be a once per week slamfest for bragging rights, for fun.
My friends in the fel guilds scream for (1) more harrowers for more chances at scrolls, and (2) more pvp, large scale pvp. I cannot envision a larger scale opportunity than this. So lets all cooperate and do this for the shard, for EVERYONE, for FUN.
