I need to get the quest on 2 characters. 1 is partially done and the other hasn't even started. I don't even know how to light the candle I have. How do you do that?

You need to finish the 3 Shrine Quests first.

Go to UOGuide, and check out these quests:
The Darkness
A Compassionate Task
A True Sacrifice
For Great Justice!

The hardest part is clearing the spawn at each shrine.

Then get a regular candle, talk to Ann, and follow a maze/path to the candle.

Will the shrine spawns be gone when the candle is finally lit for LA???

I believe that's how it works.

Actually they will spawn until both facets have the candle lit or until all shards have at least one candle lit then a pub will come out shutting them off
