Just took all the skills from an old red and put them into a new Advanced pally character i made. Gave the new charcter 100.5 swords, gm parry, and gm anat. The tactics won't budge from 70.0 thou. I've tried wacking non-gm golems, Gm golems, and all kinds of random monsters it won't go up.

I'll start with the obvious.
Is it marked up?
Are other skills marked down?

Now, go to a cemtary, lock all but ONE skill to go down, and Tac's up. Now get yourself surrounded by a good group of skel's and fist em. Not swords, cause that will kill them.

Give that a try.

Go to trogdlolyte cave. I know myself and MANY people have gone there and beat the crap out of them and gained 120s on any melee skill known to man. That is the perfect place to do it next to wasting time on a golem.

I GM'd Tactics on my most recent pally smacking Ettins around near the Ils Honesty gate.

Those are all good suggestions. I also have had great luck, up to 110, with Solens. Weapon,Parry/Tactics/Anatomy, they are good for a lot of gains. Just do the Matriarch Quest for translocation powder and you will get the gains.

I hate it when skills get stuck like that..

I wish they'd remove the "you must hit x monster at X level" thing, it'd make things so much easier and more fun to boot.

i had the same problem, find yourself a brace/ring with at least +10 on it and then start wacking some golems

Harpies at the first campfire of Covetous are what I use at that plateau.
Works almost every time, and when it doesn't, I can still make a good chunk of change selling the feathers in Luna or Britain.
