The way I gm'ed cartography was make world maps till 99.5 then the last .5 I went into the twisted weald and attacked a satyr ran around till I got discord then ran out of the gate and back in again so I lost aggro. Then I continued to make world maps till I gm'ed it.

My locking is only at 95 now but I heard you can only use gm lock box till 98 (not really sure on that I just read it somewhere). I was thinking about taking my mule to TW to lower my carpenter skill to around 70 and make some lock boxes. Then take my thunter to TW to lower my LP skill to around the 70's and train on those lock boxers till i gm, will this work?

Another issue is when I attacked the satyr and ran out of the gate and back in I lose aggro from the satry but sometimes a shadow wisp will start attacking me why is this? (I have positive karma)

Yes it will work for LP too.

The reson that shadow wisp was attacking you was because you lost aggro on the Satyr after he provoked the Shadow Wisp onto you I think invis will break the provo though Im not sure...
