I found this perticular item at an idoc this week. Would like to know if anyone has one of these, knows about its origin (if it isnt the same bug as the snakeskin boots), and maybe an estimated value?

why run to the trashcan? use the charges to make items to fill your bods? Unless you do not play the bod lottery, then trash away

As far as I know, you get no bonus for using them.

Also, I wouldn't run to the trash. The item might get the axe eventually, but I doubt owning one is going to cause you to get a ban. I just wouldn't go creating them.
