Jeweled Filigree?

Does anyone know what this is? I found it on a vendor for 200gold, I had never seen one before so thought I'd buy it.

yes they are tinkerable i believe and not rare, ill see if i cant find some info on em.......

Aye Vepl is right...used to make runed switches...but given the hassle of making them..probably worth 200 gold
