Pre-UOR is dead and gone, I am looking forward to UO: Kingdom Reborn regardless of price, but very happy its under $49.95.

This is an upgrade to the "3d" client, which "3d" folks have been asking for. Hopefully we'll see a "2d" client upgrade at some point in time.
As far as a "classic" shard, the Dev's have stated they do not currently see it as a viable option. Personally I think a total waste of resources, I'd prefer to see them look to the future, which I'm happy to say they are.
But as you say, folks only get change thru discussion, good luck.

It's my understanding this is replacing both 2d and 3d...
I could be wrong, but that's what i'm hearing.
