First, let me say that this is not a bug. The Heartwood is intended to be for innocent players. In contrast, Sanctuary offers the same general content as an innocent soul would find in The Heartwood, but to all players - including murderers. Be warned! The elves in Sanctuary don’t have the same high moral standard that the elves in The Heartwood possess.

Also, keep in mind that the quests you’ll find in The Heartwood are similarly offered in Sanctuary - race-changing quests, spellweaving quests, crafting materials, dungeon progression quests, etc. The sole exception to this is that the Summon Fey spellweaving spell cannot be learned in Sanctuary, as the pure-of-heart Fey would not obey the summons of a murderer. Instead, murderers in Sanctuary can learn the Summon Fiend spell.
