Well, if I read it right...the mayor is doing it to show that there are too many restrictions on where and how they can dispose of the dead. It cleary is a silly proposal. Similar tactics have been used in the U.S. to draw attention to something else, the real target. I can't think of anything right off the top of my head...so, that pulls away from the strength of my argument. In any case, it is an interesting scenario considering how large a country Brazil is.
