Not necessarily.
Its not that black and white epona.
If you take bushi and parry in order to get the def chance from that combination then you are right.
However, Bushi can still benefit a non parry char by providing much offense (lightning strike - critical hits + Honor = nasty), and gives a 3rd (4th ?) way to heal with confidence.
