A weak signal doesn't explain why he can access other shards though and not east coast ones
I had thought it might be the router or a software firewall blocking the specific East coast IP Range, but eh

It isn't, because you turned off your firewall and you said you dont have any software installed on your computer.

I just got off the phone with tech support from dlink and they took me to a website called canyouseeme.org, at this site you can double check to see if any ports are open or blocked. Well, my questions is; will this solve the problem that i am having?

Yes. Most UO servers are only accessible through certain ports. Try running UO Trace http://support.uo.com/latency.html and see if you can ping the servers in question. If you can't you need to find out what ports you need to open up to access them. The ports you need to have open are as follows:

TCP/IP ports:

5001-5010 Game
7775-7777 Login
8888 Patch
9999 Patch

Also I came across this problem as well, but I couldn't even login. I logged into my router and noticed that my computer was in DMZ mode (Dimilitirized mode) and that was screwing me up. Anyway, once disabling this everything worked fine. If you can, try reinstalling the router software and resetting it to default. Then open up the necessary ports. Hopefully that will work.
