No problem. Don't want to give too much info on it, it's an interesting quest and I'm sure if you NEED the info for it then you should know where to find it.

If I get some gametime today I'll let everyone know for sure (atleast how it's been implemented on Origin) if you need to "earn" the Library item with the character doing the quest.

I do think everyone should know that in the first phase of the quest, if you choose incorrectly you have a 24 hour wait before you can retry.

Well, took me all of 2 seconds to find out that unless you can start the quest, get to the Library Item, get the item, and quit the quest (kind of manipulating the quest) and swap it to a character that hasn't completed the Library Donation Quest then you will indeed need to complete that quest on the character you plan on doing the Cloak Quest with.

What it boils down to is you CAN NOT select the item needed for the Cloak Quest from ANY of the community collections with a character not doing the Cloak Quest.
