Weapon Engraving Tool

I have heard about the weapon engraving tool but know very very little about them. How do you get one? Does it have charges, or is it one use only? Are they expensive? Can you make them?

I believe they have charges and get recharged by something crafted, but I dont realy know...

8th Year Vet Reward: The following is the 8th year reward item that will be available to players whose accounts have been active for 96 months or more. Only those characters on accounts aged 96 months or more will be able to select or use the 8th year reward item.

Weapon Engraving Tool
Used to engrave a single line of text onto a weapon
The engraved line of text is orange and appears below the item title
Initially has 10 uses
Uses a rare gem to engrave that must be replaced periodically:
Only highly skilled tinkerer's can replace the gem
NPC tinkerer's will replace the gem for a fee (you provide the gem)

blue diamonds are need to replace the charges, I believe that you must be gm tinkerer to replace the gem, if not the cost for having a npc replace the gem is 100 000 gold each time.
