I bet there will be some way to disable some of the more advanced graphic features like particle effects and whatnot. Most games that specify video card requirements really do require them, but since UO:KR is still doing a sort of 2D view even with the fancy new 3D engine, I can't imagine it's going to be too taxing to the video card. Then again, if there's some specific DirectX requirement that your video card can't run, then that could be a problem.

They said there would be scalable options for the 3D effects. How low the requirements to meet the lowest scales are unknown so far.
