where do I aquire Star Sapphires?

I think they can be bought from NPC jewelers, or you can loot them from certain mobs (dragons come to mind).

Easiest place is NPC jewelers. If you don't wish to buy any, Earth Elementals and Solen infiltrators also drop them, in addition to the dragons already mentioned.

I kinda' like Crystal Elementals for gems. They carry 4 each of one kind of the 9 kinds available.

That is a good way too. Dragons are usually the way I collect gems.
