Are there any NPCs that buy jewellery (bracelets and rings)?

I would think jewelers would buy your jewelry, but I honestly have never tried. The jeweler I always use is one a bit south of Vesper bank (although, if I recall, Jhelom bank is both a bank and a jeweler).

I sell jewelry to the jeweler all the time. They won't want every piece you have which is why you will occasionally see a little pile of rings and bracelets on the ground next to her/him.

jewelers will buy all the gold/yellow colored rings/bracelets and gems, they will not buy the silver/gray color ones. Though this was suppose to be fixed sometime ago. It is not.
