Eh? It still adds 10 to overall and gives 10 durability if your at 0/X.

I use it on armor I have that is low in overall durability before doing repairs because you have less of a chance to fail/lose durability when attempting to repair armor that isn't at 0.

I have used pof when my gear wasnt reparied and it still added 10 overall durablity.
