Magery Skill not going up

I have cast circle one spells from my spell book, yet my magery skill is stuck at 0%, it never goes up. Don't you just get this skill up by casting spells, why is it not going up? My evaluating intelligence and meditation are going up.

Obvious question, is it marked to go up?

Semi-obvious question, do you have a wand or mage weapon equipped??

I just have a spell book and the skill is marked to go up. I keep casting magic arrow successfully and killing monsters with it too.

Cast 2nd (or maybe even 3rd) Circle spells.
