How do i make a lockable chest? i read i need 70 tink 15 carp.
I made a char with 50 tink 50 carp but the lockable chests are not on either menu. Did they take this out of the game?
or is there a npc that sells lockable chests?

Any chest you make as long as you have high enough tinkering will be lockable. You won't specifically find lockable chest on the carp or tinkering menu.

There are sevearl varieties of chests nowadays. They are all still in game. Did you check the "containers" section of the tinker crafting menu? There should be an option for "wooden chest". if you want to make the old time red box, that is the first option.
