They wanted to do that, but never did it.
My guess is they checked how much free housing space they now have and saw no reason to give people more reasons to drop their second+ homes.

I will keep at least the castle account active im sure , how what if one of the castle account owners is co-owner of the keep?

The truth is no one knows what is going on with decay anymore. Some houses are going at 90 days, some seem to be going sooner and yet some more seem to stay up forever. At the moment I would say that 30 days is safe and after that you should have a friend checking every couple days on the house status.
