In KR, I keep thinking I see horses with armor on them? Is this true and if so how do I get some?

You can't use them as a pet, they're an ethereal horse of sorts, they just don't have any account age restriction.
People sell them on vendors

When i was in game they ran around 8 - 13 mil

4-6 mill, depending on shard. As mentioned, they're an ethy mount that any account can ride. Obviously they are useless for fighting but they look good lol.

The cool thing about a charger is that when you fight, it rears up on its hind-legs with you on the saddle. Nice.
