what is the file size allowed for avatar?

The avatar rules are:

So that avatar is perfectly fine as far as I can tell

It's different for each usergroup
Admins/mods have a higher setting.

You should be able to pare down the file size by chopping up the animation a bit...wont look quite as nice, but itll fit and still look darn cool.
