Considering the decree that kickstarted ToT 2, and a concealed Imperial Castle being hinted at, I'd guess the character to be introduced will be the Empress of Tokuno. And the castle being made accessible at that time.
The gimmick would be that the Empress would actually be a familiar character from the Ultima series. Remember, Tokuno is actually the Lands of the Feudal Lords which got stripped away from the mainland Britannia in the Shattering - mayhaps a familiar face went bye bye along with those isles and has since risen to become Empress? Eh?  Then again maybe I'm just looking too far and they'll just make Jaana pop out of a moongate and say hi.
