If you want to walk there it is just a short jog outside of Umbra. Take the west bridge out of Umbra and follow the road. You will see Whispering Rose Radio Casino on your Character’s left hand side by the sand patch. (You’ll know the house by all the teleport pads on the roof in your radar map)
