Can you recharge Arcane clothing?

Funny, I'd totally forgotten arcane clothing even exists... never really used it myself, but there was a time when I could sell some and do some rechargings for people around town. These days it just ain't happening.

well I have opened a few vendors so I leave runes around the bank for it at times; so look out for runes for the eldritch store
