Can't be of much help on Catskill. There are a few peeps here that play on Catskill so you should get some good advice and help.

Welcome to the forums! And welcome back to UO!
If you have a new char, why not go and hang out in New Haven for a while? You can do the newbie quests and get a few interesting items. It would help you get back in the game, and some of the armor is nice, especially for a new player.
