He is located just outside the Blighted Grove dungeon. The NPC's name is Jamal the Fisherman. Once you complete the quest you will automatically learn the recipie for the machete.
Blighted Grove is just south of Shame. Coords are 1 S, 51 W    |

I got the message "the instructions for the bone machete are too complex for you to understand" or some sort.... but I still can make them so don't be alarmed if you get that message

Yeah, and its not a recipe I think, so take your crafter to do the quest. The area is safe enough.
