Military Governor Ironhorse:
I ask that you keep this message in the strictest confidence. I have heard a rumor that a young criminal and crafter named Liltih Mauvais arrived recently in your city. I also hear rumors that she is there to deal in black rock and Magincian rubble. Both of these are illegal under your martial law, aren't they? She can be easily recognized from pictures, as she is a criminal who only recently paid her fine, and her record is widely available. She's a nasty character, involved with all kinds of bad sorts....Not the types you need right now in Trinsic. *a small, functional portrait of Liltih Mauvais, copied from an official record, is attached* It's only a rumor of course, but I thought you should be made aware. Having investigated this person of interests activities as well as facilities as of this time the city of Trinsic does not concider her a criminal and she is free to conduct business within the walls of the city.
The city of Trinsic does not arrest and detain citizens based upon rumor.If there is clear evidence of law breaking then arrests are made. The High Guard is under no legal obligation to inform local authorities prior to an arrest. Sometimes this is done as a courtesy. It will be up to the new Grand Marshal to decide his or her policy with regard to such things. When was this? My understanding is that your position was the result of the internal politics of Trinsic, same as any other Mayor. The High Council isn't typically authorized to appoint local governments. Though in practice of course the Councilors are usually very prominent in their communities and thus often work together with local governments. I know I never voted for such a thing, nor do I understand myself as being able to vote for such a thing.
