I have heard a rumor that a young criminal and crafter named Liltih Mauvais arrived recently in your city. I also hear rumors that she is there to deal in black rock and Magincian rubble. Both of these are illegal under your martial law, aren't they?

She can be easily recognized from pictures, as she is a criminal who only recently paid her fine, and her record is widely available. She's a nasty character, involved with all kinds of bad sorts....Not the types you need right now in Trinsic.

It's only a rumor of course, but I thought you should be made aware.

I'd appreciate a notice if Trinsic happens to catch her, whether or not the rumors of her intentions prove true.

Having investigated this person of interests activities as well as facilities as of this time the city of Trinsic does not concider her a criminal and she is free to conduct business within the walls of the city.

The city of Trinsic does not arrest and detain citizens based upon rumor.If there is clear evidence of law breaking then arrests are made.
In addition:any warrants of arrrest that the HG might have that would involve activity within the city of Trinsic would need to be brought to my attention prior to any arrests being made within the walls of Trinsic with no exceptions.

The High Guard is under no legal obligation to inform local authorities prior to an arrest.

Sometimes this is done as a courtesy. It will be up to the new Grand Marshal to decide his or her policy with regard to such things.

Notifying Trinsic of a criminal element was also, by the way, a courtesy, not an obligation.

Then I shall discuss such procedures with the new Grand Marshal just as soon as one is appointed.
I am well aware of the obligations of the HG councilor and perhaps did not make my statement clear that my request was directed to the Grand Marshal.

What i recieved was not indicative of any legal notification and I do not concider the receipt of rumor as being a courtesy.
If there exsist clear and percise evidence of criminal actions on the part of noted person then the receipt of such would be concidered a courtesy and have credibility.
I do believe however that it is the obligation of the HC to notify any local governments which have been authorized by said HC of any Warrants of arrest pending, especially during this period of no High Guard in place to execute such warrants.
Need i remind you councilor that by the vote taken by the HC that I am the authorized Governor of Trinsic and until such time that a High Guard is in place to execute warrants it would be in the best interest of the HC to forward any warrants that might need to be executed within Trinsic to my desk.
As a courtesy I would concider acting upon such warrants.
If you wish to simply share rumor with my office I would suggest saving your parchment,my paperwork load is extensive enough as it is.

When was this? My understanding is that your position was the result of the internal politics of Trinsic, same as any other Mayor. The High Council isn't typically authorized to appoint local governments. Though in practice of course the Councilors are usually very prominent in their communities and thus often work together with local governments.

I know I never voted for such a thing, nor do I understand myself as being able to vote for such a thing.

Your naivetee concerning the Vesper Trading Company is curious, especially given what you learned the other night in Doom.

You are correct in your understanding sir.
My position as Governor of Trinsic is a matter of the internal politics of Trinsic.
The vote i refer to was more a vote of convidence in my ability to perform the duties I had taken on, it was never a matter of a vote of appointment for the position. That decision was a given prior to the HC meeting.
Although the vote of confidence was not unanimous, as I recall it was a majority in favor of accepting the fact.

Given what I had learned concerning the Vesper trading Company while supporting your expedition into doom,,,,hmm well lets take a look at that.
We discovered a trapped soul, left there by Margrave who you yourself claimed to have slain,who was the heart of the criminal activity of the Vesper trading company.
It was also brought to my attention that for whatever mysterious reasons you have by the use of some magic i am unfamiliar with have bound your soul to the soul of Margrave.
Yes I do find that rather curious, but no action that transpired during the course of the expedition pointed any criminal activity at Lilith.
So again Sir i suggest that if you have any legal Warrant for her arrest that it be brought to my attention otherwise it is but rumor.
As far as Trinsic is concerned her goods are fairly priced and of good quality and until a better merchant can supply equal goods at acceptable prices her services shall continue to be approved.
