When to use smith hammers

So, I've been playing with BODs for a while now, and I understand everything about the smithing system, except for one silly thing.

Should I wait til 120 smith to blow the charges on my bod reward hammers? Or, can I do it when I have 100% exceptional chance.

I have arms lore at GM.

If it says 100% exceptional chance, you can do it of course.. Going to 120 BS won't improve your chance on that particular equipment.

So there is no bonus to going to 120? For example, extra resist points or extra percents on draining effects, etc?

I still haven't gotten a 120 scroll, and don't think I will be in the near future, it's just so expensive. I'm just wondering if I should wait to use up my hammer charges.

To my knowledge, if you have 100% exceptional chance on any equipment, there is no extra bonus coming from being legendary. Only extra bonus shall come from your GM armslore.
You will need 120 scroll for crafting other equipment (like plate tunic etc) where your exceptional chance is less than 100% and also for enhancing items.

That is correct, Smithy as a skill only dictates success, Arms Lore dictates the magic enhancements.
