Mods on a Scrappers Compendiun

is there a way to know if a scrappers will comeout with mods (ie. something like runics except for scribes) or is it just completely random)

Random. It can have up to 3 mods added though.

It will always have

SDI 25%
FCR 1
FC 1
LMC 10%

one thing to add, the chance for those extra mods is dependent on your magery skill (scribe only effects whether or not the book will be crafted), so it is best to try to make books with 120 magery
