How to recharge weapon engraving tool?

Hi all -

Does anybody know what gem is required to recharge the weapon engraving tool (8th year vet reward)?

All I can find is info that say a certain gem is required, and either highly skilled tinkers can recharge them, or NPC tinkers will do it for a fee.

What's the gem?

Blue diamond recharges em, the ml gem you get from mining with gm mining skill

And I think it's a 150k fee from NPC Tinkers.

I have never liked the idea of having to recharge a supposed 'reward' item. Just doesn't seem right to me.
