PaxOku Building an army?

Tiberius has written a letter to dispell any rumors circulating the statehood

Such rumors of building an army are untrue. PaxOku city Blue Guard is only extending its membership incase any defense is needed for the city. The order was given yesterday by me to invite any warriors or mages to the city to try out for the Blue Guard. Only five new fighters have been accepted. We do not see this as an army number of new guards. Also the guard has little to no intention on using this force against any of the pirates. We only wish to secure the cargo shipments to the city thus a larger force is needed to maintain city protection and cargo protection.

The Statehood is working on establishing some more shipping lanes and caravan routes between our cities and with areas outside the Statehood.

Will the Blue Guard be available at times to be called for protection when certain shipments are scheduled?
