Working on government. need someone to put my ideas. Plus I like input.
I am outlining some things for the city. To make sure lines are drawn between Government, Events, Role play, city guilds and allies. Like I said these are my ideas on what I'm doing. They will change, things will be added and some taken away.
PaxO- PaxOku Citizens guild Guildmaster- Will be in charge of the guild. Making sure its body of govern is working at all times. Dealing with any in guild issues. Keeping things organized and maintaining the guild website. The overall voice of the guild besides the Mayor. Co-Leader- Maintain guilds rules and structure. Reporting to the City Council on any new guild changes or policies. PaxO Advisers- Appointed by the guildmaster. They are in charge of handling guilds affairs and in guild issues. If they cannot handle the issue then the Co and Gm will handle them. They are the go to people of the guild for, information, events, policy and application process. The Guild Application Process- To be recognized as a citizen of PaxOku takes no application process. To join the guild however does. Application may be submitted on the website or in book form. This is to keep out any so called problem players. The full application process will be: Book/website form, Meeting with the Advisers, Co-GM and GM. Being a citizen in PaxOku for one week. The PaxO guild is like any other guild. Doing hunts, events and quests. The guild is allowed to do private events. The government of PaxOku does ask if they are to do a Private event to meet in another city. This is NOT to punish them for doing something together as a group. We do not wish to have a large group meeting in the city then turning away other people wanting to join in. I'm sure everyone knows what feeling you get if it happened to you. The government also asks the guild to limit private events and try to maintain mostly public events and welcome everyone. Hunts and Events- When the PaxO guild holds a hunting event it is to have a meet up point at one of the following locations. The Blue Light Tavern, Hunter Hall or the PaxOku Municipal Building. These locations are where most hunting events happen. We wish to show everyone that we can be found at these locations for adventure. You do not always have to meet at them. Only when the guilds hosts a public hunting event. Stable locations are always great to promote the city. Dismissing a member- A member can be dismissed by the GM, Co-GM or PaxO Advisers. To kick a member you may do so for up to seventy-two hours. After the time set forward the member who was kicked has the right to appeal to the governing body of the guild. If still turned down The second chance they have is to appeal to the Mayor, Deputy Mayor and city council together. (The Reason for the 1-72hrs before the appeal is to give time for both parties to give it some thought. Time to clear their mind and look at the appeal with an open mind. The Second chance to appeal is if they believe they are being treated unfairly by the governing body of the guild.) **The GM may NOT revoke citizenship** **The Co-GM may NOT revoke citizenship** **The Advisers may NOT revoke citizenship** **The City Council may NOT revoke citizenship** **The Deputy Mayor may NOT revoke citizenship** **The Mayor may NOT revoke citizenship** The only way someones Citizenship may be revoked is by the following. The choice will be left to The Mayor, Governor and Two Elder or Founders of PaxOku. They will decided together with all information present. The offense must be so massive and huge to even come close to getting a citizen their citizenship revoked. The reason behind this is as follow. -One someone may see it as a quick fix. -They may not like the other guild they are in. -They may hold a personal or in game grudge. - The list goes on and on. **Events** Events can happen anywhere in PaxOku city. Events can be hosted by anyone. Permission is not needed to host any events within the city. If you wish to host the event in a citizens home we do ask you notify them and get permission from them to use the building. Some buildings that need no permission are as follows. The Blue Light Tavern Mayors Office/INN and City Center The Red Light Tavern Crafters Hall (More may be added as citizens decide) **RP** PaxOku holds an open door policy to anyone wishing to role play within its city. Again permission is not needed. If you wish to notify us on a storyline in PaxOku you may. PaxOku is open door with a few exceptions: - Your storyline may not kill other players characters without permission. - You may not destabelize the government of PaxOku or the city without consulting the government. - Destroy someones property. - You may however try to take over the city. (This is a very fine line area.) - PaxOku city already has some lore and long term storylines. You may not dissolve another persons storyline or make any PaxOku city lore invalid or anyones roleplay invalid at anytime. Any DM has the right in PaxOku not to explain their storyline or need approval. You may share or work with us on your storyline. It is up to the person running it to decide if they need help. PaxOku city does ask that you research certain areas of PaxOku before starting your event. PaxOku even has a Pirate, Necro, Merc etc area in PaxOku city. We also ask that you research our city laws and storylines to make yourself well versed in our city. This is mostly to help you be successful in your storyline. **Magery School** Owned by Archmage Lady Cat in PaxOku city. It is run by lady CaT with some of our worlds powerful mages teaching classes. The school may be called upon in a time of need. The school itself is used for Magery Advisors by PaxOku government. It is a well versed school serving the entire population. **House construction** PaxOku does not have limits on house building. We do ask that you use Tokuno walls when building a home or establishment within the city. It is not required but, does make the city look more unifyed. ** City Laws** MAYOR'S DECREES LAW- Decrees by the Mayor are law. PROPRIETORSHIP LAW- PaxOku is a Community of Shops. The Proprietor of a PaxOku establishment may add additional regulations for their shop. However, their regulations must not conflict with PaxLair Wide Laws or PaxOku Laws. NEUTRALITY LAW- PaxOku is a Community of Neutrality. People or groups coming to PaxOku in the spirit of Neutrality will not be attacked, stolen from or banned unless they violate PaxOku's laws, are considered untrustworthy, or have been declared criminals of the Community. DISTRUST LAW- PaxOku is a Community. Known persons or groups that are a dividing force in the furtherance of the community may be declared untrustworthy by the Mayor. Persons or groups that are not trustworthy will not be permitted to access buildings, message centers, or various PaxLair Wide services as deemed necessary. Distrusted status may only be removed by the Mayor. HARASSMENT LAW- PaxOku is a Community of all walks of life. Never should anyone verbaly or Physicaly harass another person. Continued harassment will result in Distrust. (See Distrust Law) **Ingame, icq, email, voice** EQUAL OPPORTUNITY LAW- Anyone coming to the city has the right to be as much apart of the city as everyone else. JUSTICE LAW- All citizens have the right to a trial before being arrested or publicly accused. PROPERTY LAW- No citizen has the right to keep anothers property. Any loaning of items or buildings should be filed with the PaxOku government offices. Also may double file with the Statehood. Both parties must be present to be valid. **Guilds/ allies** PaxO- PaxOku Citizens guild is a city guild of PaxOku. OkuB- PaxOku Blue Guard is the city guard of PaxOku. I like the layout. One thing I would stress is there are no lines between anything we do in our cities (or UO for that matter) that is not Roleplay. Whether doing a peerless to gather items or sitting a pub chatting, or attending a meeting, or discussing or participating in a chicken fight event, that's still Roleplay. Having an alliance, a citizen guild, a government, and events are all RP'd -- in other words because these are not "real", they are imaginarily created and executed with gaming mechanics. Even an auctioneer is "playing a role". One last note on "lines drawn between ... Roleplay, ..." is simply my concern - people may think they can turn RP on and off as they choose when interacting with PaxLair, PaxOku, etc. I treat everyone in RP mode, and that should be one of our central themes for PaxLair and all our cities. Anyway, I have a very broad definition of Role-play which is basically "Realism in a Virtual World", but I don't mean to draw us into RP definition discussion (discussed a thousand times before). The specifics of your construct for PaxO looks pretty good. The one thing I've realized over the years about PaxO, PaxF, etc as "citizen guilds" is an emphasis on INCLUSION to be citizens (and thus guild members), perhaps even as a stepping stage in some cases before people decide to go and join a citizen-guild of the city. Also, as you state that people can be recognized as "citizens" without joining PaxO, which to me is the right answer. Game mechanics work great for guilds; terribly for player cities of multiple guilds. For people to best realize what PaxO is as a guild (so they have it understood in their gut), is to emphasize "citizenship", and then whatever "citizens" would normally do in a realistic city, then that's what they do. So rules become naturally understood if people think from a realistic "citizen" point of view. As such, a Citizen Guild of a player city may be quite different than a normal guild approach, since player cities generally are cross-roads for many people who want to get involved. PaxOku will need a list of citizen-guilds too, and allied-guilds (mechanically allied or not, would still have an allied-guilds list), but that's probably the next step. |

Guess what I mostly ment with the lines was this Winfield
In the past Chancellors and Ministers and people from other citys have pulled this. "Your role play is not valid" "We do not reciginize your roleplay style" "You are not allowed to roleplay in our city" When I ment lines I ment. No way on Gods green earth will any council member, mayor etc tell anyone they can or cannot do a roleplay situation. Thats where I was coming with the lines. PaxO is a open and free state to do roleplay (One thing is Unless it hurts the structure of the city or is used as a grief tactic. Or breaks the ROC of Ultima Online.) |

Everyone knows my very narrow definition of roleplay, and I was thinking about it...what I would personally like to see is more "serious style" RP from all people in gov't and as guilded citizens at all times. Less jokes and more realism. That last Paxlair meeting was the perfect example of how to lead by example (although there were so many yahoos there it was ridiculous). Everyplace has "yahoos" as I like to call players that just goof round constantly. Overtalking people, not getting with the spirit of an event is and always will be expected from non citizens...we just have to be very careful not to let "yahoos" into the actual citizens guild IMHO. I'm honestly a stickler for the leaders of a Roleplayed Town to be very serious in front of non city people, or in front of the general rp community at all times. Sorry Gareth, but you do get a bit goofy to me as the RPed Gareth...but that's yer style. Winfield made a good example using himself, and he's been consistent as long as I've known him...yes he Roleplays the Governor of the Paxlair statehood. He also HOLDS HIMSELF UP as that RPed person in game 100% of the time.
If we come across as "not that serious" in persona in game then it will be perceived by people in general that PaxOku is "laid back" in style and organization. I'm not saying that I would expect everyone to be hardcore like I am with "thees and thous and dosts" but there is a line that we should never cross if this is too succeed. Just my opinion, I could be wrong. The guild associations laid out are great, and the alliances(mechanical vs non) are and will be something to work out slowly here. The citizen vs guilded citizen idea is also great. A "test period" for anyone coming into a guild should be a must for control. We are not Borg. But we can be more like Starfleet Academy. Sorry bout that Star Trek comparison. ![]() Without making the overall structure of the City too complicated as to give new people a migraine, and which you have done a good job thus far of avoiding Gareth, PaxOku should be an honest, and serious 100% immersive experience for anyone coming into the place.
