T-Maps and the one who decodes them

Is the person who decodes the T-Map the only one who can dig up the treasure? Or is this only true for higher level maps? Or not true at all?

You don't have to be the one who decodes them to dig any of them up I believe. It does make a difference if you want to recycle the old maps into wall maps, then the decoder also needs to be the one who digs them up.
