Shipwrecked chests locked?

Are fished up chests locked, if so can magic unlock any that I could possibly fish up?

I am unaware, however most chests that Paragons and such drop need to be unlocked by a lockpicker.

I would imagine it would be the same thing for found chests.

......I mean, if I had a treasure chest, I would lock it.

Of course they're not locked! Think about it: these people were stupid enough to sink a boat and lose their treasure in the ocean. Obviously, they also weren't competent enough to remember to lock up their belongings!

lol aye they arent locked anyone with 65 skill fishing can pull them up and open!
