How were these created? I know how the sigil weapons/spellbooks were done, but that method shouldn't be possible for runebooks...

There was a way to dye runebooks neon colors. I guess I could of just as easily said purple even though there are different shades of purple that are out there.

You cannot dye them neon colors anymore to my knowledge.
