Baronial Decree Ia.

This shall serve primarilly as a reminder, but it is the duty of every Vesperian to expunge any and all Orcs who foolishly stray into our territory. After assaults upon our person, people and possessions these vermin are to be extermined with extreme prejustice. Recent attacks have seen these grow more bold so our retribution must be swift. These malign creatures must learn that Vesper, for all our wealth, is not easy prey.

Baronial Decree Ib.

For the purposes of expanding our labour within the acquisition of wealth the Orcs may have a purpose. It is for the Militia of Vesper to see if there is some way of employing the Orcish labour for the benefit of the nation. If they can be tamed as wild beasts to collect timber or mine ore then this should proceed. Should this prove impossible then resort to the policy outlined in Ia.

Baronial Decree IIa.

The Militia of Vesper is henceforth not to employ violence within the confines of the Swaggers Inn when the combat shall invoke a protracted struggle. Such struggles could potentially inflict substantial damage to that property which would have a negative effect upon the economical prosperity of the Vesperian Republic. This does not however remove from the Militia the power of arrest should the arrested be in a position of either coming quietly or facing immediate oblivion.

Baronial Decree IIb.

The Swaggers Inn is not to be employed as a fortification (as is often employed under the Militia's doctrine of terrain employment) unless the permission of the acting barstaff has been gained. This is not a slight upon the perogatives of the Militia or a stain upon their bravery. It is a simple precaution since certain zelous members of that organisation have been known to undertake combat no matter the odds, which is laudable, but not when there is a high possibility of civilian deaths.

Baronial Decree IIIa.

It is desired that the Captain of the Vesperian Militia and myself meet atleast every two weeks to ensure our positions are both understood and acted upon.

Baronial Decree IIIb.

It is understood that in the soon to be immediate future, the Vesperian Republic is to undertake the greater employment of Diplomacy. To that end we would seek the employment of both Vesperian diplomats and the acceptance of foreign dignitaries who conduct themselves in an honourable manner befiting their station. It is in the nature of our greatness that we must constantly change with the times and as such reconsideration on foreign objectives is to be held.

Baronial Decree IIIc.

The Person known to most as Kiran, presently Bar Manager of the Swaggers Inn is to recieve employment as the Vesperian Commissioner for Trade. This shall permit the trading of assorted items with all powers for the expansion of Vesperian wealth and commerse.
