Debatable.

The Vikings present in France around this time arrived under Danish leadership, specifically King Sigfred. It seems to me, then, that they were for the most part Danes themselves. That said, if indeed Hrolf was Norwegian or Icelandic - though I don't follow this chain of thought - it certainly hints at a broader scope in the Viking army. Could just be that they were a rather generic mix of Scandinavians, collectively dubbed Northmen by the Franks.

Either way, Danes, Norwegians, Swedes, Geats.. in the context of the British adventure it's fairly irrelevent. Point is the "descendants" of those same peoples who came to dominate Northern and Eastern Britain would eventually rule over Wales, too.
