he said be behind west brit bank, near the artist house. if your playing on seige, then I think that he is in luna

to see what the collector takes just walk next to them and type the word "info" in.

thats not buford thats yonns. buford's suppose to be by the jeweler but he's not there.

I believe he is still on Test Center. Not 100% sure though.

best guess somewhere around a week after origin and tc1 get it. unless there are problems with it and it needs to be corrected.
