Been searching for two rl days for a plot to build a house without success. Can anyone give me some tips to find a plot to build an 18x18?

Not on europa. Unless you get lucky and find an IDOC. That is a populated shard.

However, inspired by your plight, I have submitted feedback to have them lookinto the permanent housing bug. Many players are abusing this, to the detriment of the new players. Not sure if the QA blackhole will ever release and answer (light has a higher chance to escape than a fix)
