I made a character and just used the basic paladin template.

Im confused how do i raise my strength , chivalry , tactics , and swordmanship?

Strength/Intelligence/Dexterity rises as you use skills. (In short)

To raise Chivalry, you need to cast chivalry spells from the chivalry book
Tactics/Swords rise when you attack stuff with your sword.

Bear in mind, you need tithing points to cast chivalry spells, or an LRC suit.
You have to "tithe" (donate/give) gold to an ankh, to buy tithing points.
Ankh's can be found at shrines and also on the second floor of the main Luna building
