Fletching Runics

Does one obtain these from the constant handing over of 10 xbows and such to the bowyer or actually a quest?

they are a random reward from doing the crafting fletcher quests in heartwood

turning in xbow's made outta yew, ash, frost, etc. instead of normal wood increase this random drop for a runic?

no nothing increases the chance it is very random and very rare

Also, be careful if you have a macro set to make your turn-ins (in 2D, with UOA) where you have the fletchin kit set with Use Item Type.

IF you use this method to create the items for turn in, UOA does not differentiate from normal fletching kits and runic fletching kits and will use all kits on your person (so IF you do get a runic kit, and pump out 10-20 quests in a row without checking each individual bag as they come in, UOA could possibly burn a runic, yes, I've lost charges before because of this).
