Do Necromancy/Chivalry spells consume charges on arcane clothing?

I don't think Chiv spells could, since no reagents are involved. The arcane clothes allow you to use the arcane charges in place of reagents. I'm fairly certain arcane clothes work for Necro regs as well as magery regs.

I cant help with the answer to that,except to say Arcane was in play before Necro ,but as kit says they still use reagents so its possible.
Best way is to test it out,although I cant remember ever seeing any one using Necro,to be wearing one.
